• Trade union leaders are set to join speakers from Defend our Juries, the Palestine Solidarity Campaign and the Stop the War Coalition at a public meeting in London on Thursday 4 September on the eve of another act of mass defiance of the terrorism laws in Parliament Square this Saturday. They include Daniel Kebede, general secretary of the National Education Union NEU and Fran Heathcote of the civil service workers’ PCS. 

    Tim Crosland, spokesperson for Defend our Juries arrested on Tuesday morning in a police raid on his home, remains an advertised speaker, meeting organisers confirmed today. 

    Liz Wheatley, branch secretary of Camden Unison which is co-hosting the meeting with London Region UCU, PCS and NEU and the Protest is not Terrorism letter organisers, said: 

    “We have invited Defend our Juries to speak because we believe that trade unions have a crucial role to play in protecting freedom of speech and the right to peaceful protest. We are appalled to hear of the arrest of Tim Crosland and other Defend our Juries activists and call for their immediate release so that we can hear from them in person at our meeting.

    Amnesty International is right to say that this crackdown is a violation of international law and interference with freedom of expression. As trade unionists we know all too well that if you don’t stand up for justice when basic rights are threatened, the whole of society suffers the consequences.

    It is particularly disturbing that the police have taken this action against peaceful protesters while weapons manufacturers supplying the Israeli military are arriving in London for the DSEI arms fair which takes place next week.”

    The public meeting aims to “bring together trade unionists, Palestine solidarity campaigners and civil liberties organisers to discuss how we can unite and push back against repression while building a mass movement which can bring the machinery of war and genocide to a permanent halt.”

    It is organised under the triple slogan: “Stop the Gaza Genocide – Defend the Right to Protest – Lift the Ban”. 

    Lindsey German of Stop the War Coalition, and one of the platform speakers said:

    “These arrests are a despicable abuse of power more fitted to a dictatorship than a supposed democracy. Yvette Cooper claims that peaceful protest is allowed but it isn’t. It is not illegal to oppose the ban on Palestine Action but now DoJ activists are being arrested for precisely that. Cooper should realise that her repression will be met with more protest.”

    The meeting comes as organisers of the national demonstrations for Palestine in London, Chris Nineham, Ben Jamal – who will also speak at the meeting – Sophie Bolt and Alex Kenny, face charges following a march in January.

    Meeting organisers say: “It is clear that a concerted assault on our fundamental freedoms is under way.”

    Ben Jamal of the Palestine Solidarity Campaign, and a speaker at tonight’s meeting said: 

    Instead of acting to address the attempted erasure of the Palestinian people, the UK government devotes its energies to using authoritarian practices to trying to silence those protesting against genocide. 

    We condemn the proscription of Palestine Action.  Non-violent direct action is not terrorism. We condemn the arrests of leading spokespeople  from Defend our Juries – protesting against proscription is not a crime.  We condemn the Met police’s continued use of conditions to suppress our national marches and the bringing of charges against four leaders of our coalition, and call for those charges to be dropped. 

    The Government’s attempts to silence opposition to its  complicity in genocide will not work. Hundreds of thousands will again be protesting on Saturday  knowing that they represent the majority of public opinion, who demand an end to all UK support for Israel’s decades long oppression of the Palestinian people, and for the Government to end its assault on the right to protest.”

    Meanwhile, pressure on authorities not to pursue charges against those arrested is mounting. Former Scottish first minister and human rights lawyer Humza Yousaf, and Amnesty Scotland, both called this week on Lord Advocate Dorothy Bain not to prosecute those arrested in Scotland.

    In London, more than 130 academics and teachers have sent a letter to Yvette Cooper and the Metropolitan Police to demand that all charges against people on protests relating to Palestine Action are dropped. The letter condemns the “broad and indiscriminate use of the Terrorism Act” against more than 500 peaceful protesters who were arrested in August.

    The letter says: “We believe that there is no justification for the arrests made on 9 August, and on the days leading up to it. Genocide is being perpetrated as we write, and pursuing people for peaceful protest is a diversion from the far more urgent work of bringing the atrocities in Gaza to an end.” 

    It calls for the police to “drop all charges for any case relating to demonstrations around Palestine Action.” The letter also calls on the crown prosecution service not to press charges “against anyone arrested for holding a placard on 9 August or previously.”

    The letter was sent to Metropolitan Police commissioner Mark Rowley and director of public prosecutions Stephen Parker on Wednesday (3rd September). A copy was also sent to home secretary Yvette Cooper.

    The open letter is coordinated by the organisers of the Protest is not Terrorism letter, which has gathered the signatures of more than 1700 trade unionists and activists opposing the ban on Palestine Action. Stuart Graham of Glasgow TUC said: 

    “The arrest of the Defend Our Juries spokespeople today is another example of how  this genocide complicit Westminster Government continues to attack our civil liberties and should be condemned by anyone with a moral compass. 

    This disgraceful decision clearly illustrates the Kafkaesque nature of a Government and system which seeks to criminalise organising against genocide instead of taking the necessary steps to prevent and punish it, as required by international law. But by arresting the spokespeople, more will now step forth to take their places.” 

    Glasgow TUC is among a range of trade union bodies and campaigns in Scotland organising a march to the UK government offices in Edinburgh where at 2pm on Saturday, activists with Defend our Juries will hold signs challenging the proscription of Palestine Action. 

    Stuart Graham added: 

    “We will ensure as big a turnout as possible on Saturday and call on all trade unionists to show up in solidarity with the DoJ actions happening in Edinburgh and London.”

    Dear Mark Rowley and Stephen Parkinson,

    We the undersigned are scholars and teachers who work in London’s colleges and universities. Like so many of our colleagues and students, in London and across the country, we are profoundly appalled and ashamed by British complicity in Israel’s ongoing annihilation of Palestine. We take seriously our obligation to do all we can to respect the UK’s binding commitment “to prevent and to punish genocide.” 

    We are writing to you to condemn the broad and indiscriminate use of the Terrorism Act on Saturday 9 August, when more than 500 people were arrested at Parliament Square for peacefully demonstrating against Israel’s ongoing crimes against humanity and for opposing the proscription of Palestine Action. We likewise condemn the prosecution of the main organisers of the enormous and entirely peaceful national demonstrations for Palestine, Chris Nineham, Ben Jamal, Sophie Bolt and Alex Kenny. 

    We are also writing to express our full solidarity with all those arrested on 9 August and previously for exercising their rights to peaceful freedom of expression, association and assembly. As Amnesty International highlighted in an open letter published on 6 August, “the arrest of otherwise peaceful protesters solely for expressing a statement such as ‘I Oppose Genocide. I Support Palestine Action’ is a violation of the UK’s international obligations to protect the rights of freedom of expression and assembly.”

    We are especially alarmed to hear that in addition to many hundreds of arrests of people holding signs saying “I Oppose Genocide. I Support Palestine Action”, at least one person was arrested who was not taking part in the action organised by Defend our Juries, but simply expressing opposition to the proscription of Palestine Action. This person,  a member of the University and College Union (UCU), was arrested on 9 August for holding two placards. The first said “UCU opposes genocide and condemns the proscription of Palestine Action”, and the second one said “Stop arming Israel. I support Palestine Action’s campaign against proscription.” These slogans simply summarise positions adopted by the union at national and local level and publicly endorsed by hundreds of individual members. 

    We believe that there is no justification for the arrests made on 9 August, and on the days leading up to it. Therefore we demand that:

    • The CPS refrains from pressing charges against anyone arrested for holding a placard on 9 August or previously.
    • The police drop all charges for any case relating to demonstrations around Palestine Action.

    Genocide is being perpetrated as we write, and pursuing people for peaceful protest is a diversion from the far more urgent work of bringing the atrocities in Gaza to an end.

  • Join the solidarity delegation to Parliament Square

    On 6 September at 1pm, thousands are expected to peacefully defy the proscription of Palestine Action in a protest organised by Defend our Juries. This solidarity delegation has been called by the organisers of the Protest is not Terrorism open letter in response to Defend our Juries’ call for a ‘witness circle’ of people who want to show their opposition to the repression of freedom of expression and peaceful assembly, after more than 500 were arrested at a similar protest on 9 August.

    We are urging trade unionists, activists in the Palestine solidarity and anti-war movements and anyone who wants to defend the right to protest and show their solidarity with people risking arrest by witnessing the action and holding signs condemning repression.     Glasgow TUC and Stop the War co-hosted a public meeting on Wed 30 July entitled Defend the Right to Protest, in response to the UK Govt’s decision to proscribe Palestine Action on 4 July, which has been widely interpreted as an unprecedented attack on our civil liberties, specifically our article 10 right to freedom of expression and article 11 right to freedom of association, by the use of the Terrorism Act 2000.  There were over 100 people in attendance and the news that Huda Ammori/PA had been granted permission to pursue judicial review of the proscription order could not have been better timed.

    Speakers on the night came from a broad coalition of organisations including: StW, CND, Gaza Genocide Emergency Committee (GGEC) Glasgow, Muslim Engagement & Development (MEND) network, RMT, Green Party and Glasgow TUC.  Collectively speakers recognised the attack on the Palestine solidarity movement and the continued complicity of the UK Govt in arming the genocidal Israeli entity while protecting the interests of the arms manufacturers and the Zionist lobby in the UK.  And despite the fact that those protesting the genocide are attempting to uphold international law, what we are witnessing is the inability of the British constitution to uphold that same international law and instead attacking the rights and entitlements of its domestic population as the easier option.  However, what was also particularly notable on the night was the willingness of all those organisations represented on the panel of speakers and among attendees, to come together behind the banner of Glasgow TUC.  Some of these organisations have not been willing to share platforms, however the need to determine our common red lines – opposition to the genocide and the starvation of the Palestinian people – is now acknowledged as the common cause uniting us all.  As is the need to learn to use language better to inspire and connect – the right’s current, populist use of language is capturing public imagination, while the left is still arguing among itself.

    Contributing speakers from the floor spoke about the change of position within Unite that has come about due to pressure from the rank and file, and not as a result of any change of heart from the Unite leadership.  Example of UCU adopting a BDS position with respect to pension investments of the USS scheme and divesting from £80m of investments in Israeli assets in 2024.  The need to tie these campaigning initiatives to anti-fascist organising against the far right/rebranded UKIP as well as wider campaigning for a Just Transition from warfare to welfare. The role of Scottish and UK trades councils was recognised by all given the more radical position that can be adopted by trades councils when contrasted to the position of TU affiliates at regional or national levels, and while STUC did provide a statement to be read out on the night, the need was recognised for influential trades councils in Scotland beyond Glasgow (Aberdeen, Clydebank, Dundee, East Kilbride & South Lanarkshire, Edinburgh) to be approached with a view to taking similar actions and leveraging the STUC on this.

    There were at least 2 shop stewards from the East Kilbride Rolls Royce dispute from 1975 in attendance, who spoke about the need to engage more constructively with workers in the arms factories, such as BAE and Thales (Glasgow) and Leonardo (Edinburgh), as there are increasing numbers of them who are sickened by the ongoing production line for genocide they have become involved in, but require confidence and organising to be willing to take some form of action.  It became apparent that there is a collective desire to march on these same arms manufacturers, but not to target the workers – all present indicating that they would respond to a Glasgow TUC call for same, suggesting active picketing/megapicketing a la Red Clydeside and Birmingham bin strike.  However this will require outreach and engagement with parts of these workforces prior to doing so.  Recognition that while Saturday demos can galvanise more numbers, they do not have the same effect as actions taken mid-week, which will stop work, stop profits and will force the genocide profiteers in both govt and industry to sit up and take notice.

    Support was clear for Stop the War, GTUC and the other organisations present to lead on coordinating a Scottish wide national demonstration on Defend the Right to Protest – Oppose the Bans – Freedom for Palestine at the Scottish Parliament when it reopens at end of August/early September. The need for more visible actions to challenge the attack on our civil and political rights by exercising those rights collectively was welcomed, irrespective of the potential for arrest, to motivate and galvanise the wider public who are opposed to the daily doses of genocide by smartphone and the actions of a genocide complicit govt.

    A unanimous vote to adopt the Derry Council motion is taken in the meeting

    Derry & Strabane Council’s motion supporting the legal challenge to PA’s proscription, recognising the need to defend the right to protest and to force governments to uphold international law, that the Israeli state are responsible for terrorism and the crime of genocide, calling for military and economic sanctions on Israel, and demanding full access to humanitarian aid to stop the use of starvation and famine as a weapon of war, was passed by those present on the understanding that everyone would take it back to their respective organisations (TU, community or activist group) to adapt and adopt as required.

    The Protest is Not Terrorism statement was also supported and its conversion to a model motion to enable TU branches/activist and community groups to bring it within their own structures to bring more weight and signatures to this growing initiative.  Although not providing legal advice, the lesser known s.10 of the Terrorism Act was brought to the meeting’s attention in order to highlight the lack of clarity that exists within its overall legislative intent and that there is both a willingness and desire to test this through our ongoing efforts, but also that this is not risk free and does not automatically confer the immunity those willing to test it are hopeful it will provide.  Oppressive interpretation by the police accompanied by a vagueness on the part of the judiciary means that in the absence of clear legal guidance, it will only be through directly using or challenging this provision that we may see it eventually defined.

    The meeting ended with a show of collective confidence with group photos of all present holding up signs opposing the genocide.  While no one opted to create the “I oppose genocide, I support Palestine Action” signs that have seen hundreds of arrests over July, the majority of those present did hold up the Private Eye graphic on acceptable/unacceptable Palestine Action and signs with “I oppose genocide, I support Palestine Action’s deproscription”.

    There are clearly many activists who want to challenge this and know the risks involved but are willing to participate anyway.  There are varying degrees of commitment about the potential for arrest.  However, given the potential risks to professional registration of many of the occupational groups represented (eg. doctors, nurses, social care/social workers, solicitors, teachers/lecturers to list just some) there is a recognition that this could be a motivating and galvanising force for trade unions to organise around in more familiar industrial territory.

    People want and need more of these types of forum to help build the collective confidence to challenge the authoritarian moves of the UK Govt and make our movement and our class ungovernable.

    Open letter text (shortened version as submitted for publication in The Guardian)

    The decision of the Home Secretary to proscribe Palestine Action represents a major assault on our freedoms. Peaceful protest tactics which damage property or disrupt ‘business-as-usual’ in order to call attention to the crimes of the powerful have a long and proud history. They are more urgent than ever in response to Israel’s genocide against the Palestinian people.

    Meanwhile, the Labour government justifies massive rises in arms spending while slashing welfare. The only winners from this drive towards rearmament will be the same arms companies whose weapons have obliterated Gaza.

    We affirm our solidarity with Palestine Action in their campaign against proscription, and with the organisers of the national demonstrations for Palestine who are also being dragged before the courts. We all share their goal of ending the flow of weapons from Britain to Israel.

    Whether we achieve that aim through civil disobedience, or strikes to halt weapons deliveries, mass protests outside arms factories or marches through city centres, boycotts, divestment campaigns and encampments, our movement will decide that for itself.

    In a democratic society, it should not be the role of the police to interfere in the peaceful exercise of our civil rights, and we will defend those in our movement who are under attack from the government.

    We call for an urgent campaign by trade unions, the Palestine solidarity movement and everyone who wants to protect civil liberties, against the further criminalisation of protest. We will continue mobilising in solidarity with the Palestinian people in our workplaces, communities and streets.
